That sounds like a serious mess in the game files... :/ Is this game only? Nothing else? Are you manually going into "My Documents", and "Program Files" and deleting all game associated folders after uninstalling game? "Something" bad is still there when you re-install maybe. But if you have a MOD folder and stuff, save them somewhere else before you delete everything. Cause everything will be gone then. Also, you might try deleting the EA launcher, and re-installing it also. It might have a problem. I hope you get it fixed. I was 2 months with probs. It was aweful. Best of luck. ^^
I'm not a technician and don't know that much about computers, but this very day I got the same error message that you reported (and we seem to be the only ones so far, if Google is to be believed).
Since the Sims worked perfectly on my computer before, I wondered what I did change - I tried installing the Sims on my D disk instead of C (my primary) and left the box for installing the EA Download Manager unchecked.
I searched the web to find a problem, but since my computer is perfectly fresh after formatting my disk, I knew it wasn't a mod related problem, nor a requirement issue.
I uninstalled the bad install and this time went for a typical install (the default), including the EADM. The problem vanished without a trace, so I'm suspecting it's either that our D disk might be badly readable by this play.ink which is on our C disk, or it's the Download Manager causing the problem.
Hope this helps in some way. Please let me know if you managed to fix it.
